Facebook does not allow CSS styling on their website. You have to use an external application that will modify your page for you. There is no such application except CursorMania. However CursorMania was not design as a facebook application but a general desktop toolbar Application. CursorMania may have a Cool Blue Outer Glow Pointer in their system. But I am not positive.

As long as the cursors are not animated, they work on all browsers except Opera. You can still add them on Windows PC by changing the mouse settings though.
